As an integral part of the Finance team, you will communicate and deliver information to management, Link Transit's Board of Directors, and end users. A bachelor’s degree in accounting, finance or closely related field and at least two years of increasingly responsible professional and technical accounting experience is required. For more information on Link’s EEO policy go to www.linktransit.com.POSITION SUMMARY Under the direction of the Finance Manager, this position oversees accounting and financial functions performs a variety of professional technical accounting duties and financial recordkeeping functions. This includes preparation of the annual budget, monthly and year end financials, quarterly payroll reports, quarterly grant reimbursements and reports. Oversees duties related to payroll, accounts payable, accounts receivable and other areas of fiscal accounting as assigned. Provides daily direction and oversight to Accounting Assistant and Maintenance Administrative Assistant.
EXAMPLE OF DUTIES
ESSENTIAL JOB FUNCTIONS Oversee agency payroll processing using computerized equipment according to established schedules to ensure timely and accurate payroll. Oversee proper processing of accounts payable and accounts receivable according to established policies and procedures. Prepare monthly and annual financial statements including income or revenue statements, balance sheets, and reports related to sales tax, investment funds and other areas as required by the Board of Directors and State and federal agencies. Presents financial reports to the Board of Directors. Maintain various data, reports and records including state audit reports, and fixed asset records including department reports. Oversee the preparation and processing of wage assignments and garnishments according to agency policy and legal requirements; verify employments and information related to credit applications as requested. Prepares information for special projects and financial recordkeeping as requested. Oversees reconciliation and audit of check books, ATM, and fare accounts. Coordinates and leads annual state audit. Prepare quarterly, annual and year-end reports; prepares budget development and preparation and coordination of the annual audit. Oversees and maintains records and reports related to payroll, accounts payable, accounts receivable, quarterly payroll and leasehold tax reports. Submits quarterly and annual grant reports to the Department of Transportation on consolidated grants. Prepares quarterly grant reimbursements. Communicate with agency personnel and administrators to obtain and provide information and resolve financial recordkeeping issues and discrepancies. Compile, organize and evaluate financial information as requested; monitor cash accounts and transfer funds according to established policies and procedures. OTHER DUTIESProvide back-up to payroll, accounts payable and accounts receivable as needed. Perform a variety of general clerical duties including typing, filing, and answering telephones as required; operate a personal computer, calculator, copier and other office equipment. Assist with parts inventory and maintain current procedure manuals for assigned areas of responsibility. MINIMUM QUALIFICATIONS
Education and Experience: Any combination equivalent to: bachelor’s degree in accounting, finance or closely related field and at least two years of increasingly responsible professional and technical accounting experience. Professional accounting experience in a public sector accounting environment is highly desirable. CPA preferred.Knowledge of: Practices and procedures used in professional accounting and bookkeeping work.Preparation of financial statements, balance sheets, budgets, reimbursement claims and other fiscal reports and documents.Accounting, finance and business acumen.Generally Accepted Accounting Principles and Government Accounting Principles.Financial recordkeeping methods and techniques.Payroll processing procedures.Applicable laws, regulations and requirements related to payroll processing and financial recordkeeping in public agencies.Operation of computer equipment and software used to maintain financial records and accounts.Methods, procedures and formats used for various types of financial reports and statements.Tax laws related to payroll, sales and use tax, and leasehold tax.Oral and written communication skills, including presentation skills.Preparation and maintenance of records and reports.Modern office practices, procedures and equipment. Ability to: Perform professional, technical and clerical accounting duties related to payroll, accounts payable and receivable, and other fiscal areas, and in a public sector Agency.Maintain confidentiality of all payroll information and records.Prepare agency payroll according to established timelines and legal requirements.Prepare and process accounts payable and receivable documents.Assist in preparing a variety of financial records, reports and statements.Reconcile and balance accounts.Work effectively with others.Utilize computerized accounting systems and software.Operate office machines and equipment including personal computers and spreadsheet and accounting software, calculators, copiers and others.Prepare and maintain financial records and reports.Communicate effectively both orally and in writing.Perform arithmetic calculations quickly and accurately.Prepare quarterly payroll and other quarterly reports as assigned.Assist Finance Manager with special projects as assigned.
